Abraham Accords

Overview

  • The Abraham Accords are a set of agreements (2020 onwards) to normalise relations between Israel and several Arab states, brokered with active support from the United States.
  • First announced on 13 August 2020, with the formal signing on 15 September 2020 in Washington DC.
  • Initial signatories:
    • Israel
    • United Arab Emirates (UAE)
    • Bahrain
  • Later, Sudan and Morocco also joined the normalisation framework.
  • The name refers to Abraham, a central figure in Judaism, Christianity and Islam, symbolising shared heritage and interfaith reconciliation.

Key Elements

  • Establishment of full diplomatic relations – embassies, ambassadors, direct flights.
  • Cooperation in trade, investment, tourism, technology, health, security and energy
  • Greater access to religious sites in Israel, including for Muslims visiting Al-Aqsa Mosque in Jerusalem.
  • Promotion of interfaith and intercultural dialogue among the three Abrahamic religions.

Strategic Significance in West Asia

  • Marks a departure from the older Arab consensus that normalisation with Israel must follow a final settlement of the Palestine question.
  • Reflects shifting priorities of Arab Gulf states towards:
    • Iran containment
    • security cooperation with Israel,
    • economic diversification and technology partnerships.
  • Opens up the possibility of a new regional alignment: US–Israel–Gulf axis versus Iran and its allies.
  • Attempts to project a vision of “peace through economic integration” in the Middle East.

Opportunities for India

  • Diplomatic Space
    • Reduces the old tightrope between “pro-Arab” and “pro-Israel” postures; India can now engage both sides openly.
    • Facilitates plurilateral groupings like I2U2 (India–Israel–UAE–USA) in areas like food security, energy, logistics and tech.
  • Economic & Strategic Gains
    • Better conditions for trade, investment and connectivity involving Israel, Gulf and India (shipping, aviation, logistics hubs).
    • Potential for joint projects in defence, cybersecurity, agri-tech, water management and renewables.
    • Supports the presence of a large Indian diaspora in the Gulf by strengthening regional stability.

Challenges

  • Fragility of Peace- Escalations like Hamas–Israel conflict expose how quickly violence can undermine the political gains of the Accords.
  • Palestinian Question- Palestinians view the Accords as bypassing their core demands on statehood and occupation, weakening their leverage.
  • Saudi Arabia’s stance is crucial- any reversal or hardening of its position can slow or reshape the process.

About the UPSC Civil Services Examination (UPSC CSE)

The UPSC Civil Services Examination (CSE) is one of the most competitive and esteemed examinations in India, conducted by the Union Public Service Commission to recruit officers for services such as the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and others.
