Meaning and Classification

Hazardous waste refers to waste that can harm human health or the environment because of its physical, chemical or biological properties.

Such waste may be:

  • toxic;
  • corrosive;
  • flammable;
  • reactive;
  • infectious;
  • explosive;
  • environmentally persistent.

Major sources include chemical industries, petroleum refineries, mining, metal processing, automobile units, pharmaceutical industries, healthcare facilities and electronic manufacturing.

Hazardous waste must be distinguished from ordinary municipal waste because it requires specialised collection, storage, transportation, treatment and disposal.

Legal and Institutional Framework

Hazardous waste management in India is primarily governed by the Environment Protection Act, 1986 and the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.

The rules regulate:

  • generation and storage of hazardous waste;
  • transportation and labelling;
  • recycling and treatment;
  • import and export;
  • disposal in authorised facilities;
  • responsibilities of industries and regulators.

The Central Pollution Control Board develops technical guidelines and coordinates implementation, while State Pollution Control Boards grant authorisation, inspect facilities and monitor compliance.

Local authorities, customs officials, port authorities, industries and authorised waste-management operators also perform important roles.

India is a party to the Basel Convention, which regulates the transboundary movement and disposal of hazardous waste.

Management Process

Hazardous waste management follows a hierarchy that gives priority to reducing waste generation before disposal.

Prevention and minimisation

Industries should adopt cleaner technology, improve production efficiency and substitute hazardous raw materials wherever possible.

Segregation and storage

Hazardous waste must be separated from other waste and stored in labelled, secure and leak-proof containers.

Transportation

Movement should take place through authorised transporters with proper documentation, tracking and emergency-response arrangements.

Recovery and recycling

Useful materials, metals, solvents and energy may be recovered from waste through authorised facilities.

Treatment and disposal

Waste that cannot be recycled may require:

  • physical or chemical treatment;
  • stabilisation and solidification;
  • incineration;
  • secure landfilling;
  • co-processing in cement kilns.

The method selected depends on the toxicity, composition and physical properties of the waste.

Major Challenges

India faces several difficulties in managing hazardous waste effectively.

  • inadequate identification and reporting of waste;
  • illegal dumping and mixing with municipal waste;
  • unsafe handling by informal workers;
  • limited treatment and disposal facilities;
  • interstate movement without proper monitoring;
  • weak enforcement and inspection capacity;
  • contamination of soil, groundwater and rivers;
  • illegal import of waste in the name of recycling.

Small and medium enterprises may lack the technical and financial capacity to establish individual treatment facilities.

Industrial clusters often depend on Common Treatment, Storage and Disposal Facilities, but their uneven availability increases transport costs and encourages unsafe disposal.

Accidents involving fire, leakage or chemical reactions may also affect workers and surrounding communities.

Way Forward

Effective hazardous waste management requires strict enforcement combined with cleaner industrial production.

Important measures include:

  • accurate inventories of waste generators;
  • digital tracking from generation to final disposal;
  • expansion of authorised treatment facilities;
  • regular environmental audits;
  • strict liability for illegal dumping;
  • stronger emergency-response systems;
  • training and protective equipment for workers;
  • formalisation of informal recycling activities;
  • promotion of material recovery and circular production.

The polluter pays principle should ensure that industries bear the cost of preventing, treating and remediating pollution caused by their waste.

Public access to information regarding hazardous-waste facilities and contaminated sites can improve transparency and community oversight.

Hazardous waste management is essential for protecting public health, ecosystems and industrial sustainability. India must move from disposal-oriented regulation towards waste prevention, resource recovery, strict traceability and environmentally sound treatment.
