Unified Project Management System (UPMS)

Meaning

The Unified Project Management System (UPMS) is a proposed single digital platform for managing Government-funded Research and Development projects across India.

It is designed to cover the entire R&D project lifecycle:

Call for proposals → Proposal submission → Evaluation → Approval → Fund release → Monitoring → Completion and impact assessment

The initiative has been proposed by NITI Aayog, with the platform being developed through the Government’s science and technology ecosystem. 

Why Was It Needed?

India’s public R&D funding is spread across several ministries and scientific departments.

This can create problems such as:

  • separate application systems;
  • duplication of research projects;
  • delays in approvals and fund release;
  • lack of common data standards;
  • difficulty tracking research outcomes;
  • poor visibility of R&D spending across government.

UPMS seeks to create a “One Nation, One Platform” approach for publicly funded R&D projects

Researchers can access government research opportunities and manage proposals through a common system.

The platform can track:

This would allow different ministries and funding agencies to exchange information instead of operating completely separate systems.

UPMS complements the broader reforms represented by the Anusandhan National Research Foundation (ANRF).

While ANRF focuses on strengthening and funding India’s research ecosystem, UPMS focuses on the digital management and monitoring of publicly funded R&D projects across government agencies.

Together, they can help create a more coordinated national research ecosystem.
