Pradhan Mantri Ujjwala Yojana (PMUY)

Pradhan Mantri Ujjwala Yojana (PMUY) is a flagship scheme launched in 2016 to provide LPG connections to women from poor households. It is implemented by the Ministry of Petroleum and Natural Gas.

The scheme was introduced to reduce dependence on traditional cooking fuels such as firewood, cow dung cakes, crop residue and coal, which cause indoor air pollution and affect women’s health.

Objective and Coverage

The main objective of PMUY is to provide clean cooking fuel to poor households.

Under the scheme, LPG connections are issued in the name of an adult woman of the household. This is important because the scheme links clean energy access with women’s welfare and household health.

The scheme targets poor and vulnerable households, including beneficiaries identified through SECC data and categories such as Scheduled Castes, Scheduled Tribes, Pradhan Mantri Awas Yojana-Gramin beneficiaries, Antyodaya Anna Yojana households, forest dwellers, tea garden workers and other eligible poor households.

PMUY was later expanded through Ujjwala 2.0, which simplified documentation and included additional support for migrant families.

Key Features

PMUY provides financial assistance for a deposit-free LPG connection.

The support generally covers the cost of:

  • LPG connection
  • pressure regulator
  • safety hose
  • domestic gas consumer card
  • installation and demonstration

Under Ujjwala 2.0, beneficiaries were also provided a free first refill and free gas stove/hotplate.

The scheme does not mean unlimited free LPG. It mainly provides the initial connection and support, while refills are purchased by households, with subsidy support provided as per government policy.

Significance

PMUY is important because cooking fuel is directly linked with health, gender, environment and poverty.

Traditional biomass cooking exposes women and children to indoor smoke. This increases the risk of respiratory diseases, eye irritation and other health problems.

The scheme helps in:

  • reducing indoor air pollution
  • improving women’s health
  • reducing time spent collecting firewood
  • improving household cleanliness
  • promoting clean energy access
  • reducing dependence on biomass
  • supporting dignity and convenience for poor households

PMUY is also significant from the perspective of SDG 7, which focuses on access to affordable, reliable and clean energy.

Challenges

The biggest challenge is not only LPG connection, but regular refill usage.

Many poor households received LPG connections but continued to use biomass because refill costs were high compared to free or locally available firewood.

This created the problem of fuel stacking, where households use both LPG and traditional fuels instead of fully shifting to clean cooking.

Other concerns include:

  • affordability of refills
  • last-mile LPG delivery in remote areas
  • awareness about safe usage
  • irregular refill patterns among poor households
  • dependence on subsidy support
  • cylinder transportation difficulty in rural and hilly regions

Therefore, the success of PMUY depends not only on number of connections, but on sustained LPG consumption.

Recent Relevance

The government has continued targeted subsidy support for PMUY beneficiaries to improve refill affordability.

This is important because LPG prices are linked with global energy markets. If prices rise sharply, poor households may reduce LPG usage and return to biomass.

The scheme is therefore moving from the first phase of connection expansion to the second phase of sustained usage and refill affordability.

Conclusion

Pradhan Mantri Ujjwala Yojana is a major clean cooking fuel scheme for poor households.

Its importance lies in improving women’s health, reducing indoor air pollution and expanding access to clean energy.

However, the real measure of success is not just LPG connections, but whether poor households can afford and regularly use LPG refills instead of returning to traditional biomass fuels.
