India–Germany Energy Cooperation

Overview

India–Germany energy cooperation is a long-standing bilateral partnership focused on accelerating the energy transition through:

  • renewable energy;
  • energy efficiency;
  • grid integration;
  • green hydrogen;
  • industrial decarbonisation;
  • climate and green finance.

The principal institutional platform is the Indo-German Energy Forum (IGEF), established in 2006 by the Indian Prime Minister and the German Chancellor. 

Indo-German Energy Forum

The IGEF brings together:

  • government ministries;
  • energy regulators;
  • industry;
  • financial institutions;
  • research organisations.

Its purpose is to combine policy dialogue with investment, technical cooperation and demonstration projects.

Its current work is organised around five major areas:

  • flexibilisation of thermal power plants;
  • renewable energy;
  • energy efficiency;
  • green-energy financing and grid integration;
  • green hydrogen. 

Renewable Energy Cooperation

Renewable-energy cooperation covers areas such as:

  • solar power;
  • onshore and offshore wind;
  • renewable-energy integration;

  • investment mobilisation.

Germany provides technological, financial and institutional expertise, while India offers a large and rapidly expanding clean-energy market.

Grid Integration and Flexibility

As variable renewable energy increases, India requires a more flexible electricity system.

Cooperation therefore includes:

  • grid modernisation;
  • renewable forecasting;
  • energy storage;
  • flexible operation of thermal power plants;
  • transmission-system planning;
  • green-energy financing.

The objective is to integrate larger quantities of solar and wind without compromising grid stability. 

Green Hydrogen Partnership

Green hydrogen has become a major pillar of the bilateral energy relationship.

Cooperation focuses on:

  • production of green hydrogen;
  • electrolyser deployment;
  • storage and distribution;
  • industrial utilisation;
  • development of hydrogen markets;
  • trade and investment opportunities.

In 2026, bilateral engagement continued through dedicated India–Germany green-hydrogen discussions and business delegations focused on India’s hydrogen value chain. 

Green hydrogen is particularly relevant for decarbonising sectors such as:

  • steel;
  • fertilisers;
  • chemicals;
  • refining;
  • shipping.

Industrial Decarbonisation

A newer emphasis is on reducing emissions from hard-to-abate industries.

Current cooperation includes work on:

  • Energy Service Companies;
  • energy efficiency in manufacturing;
  • industrial electrification;
  • low-carbon technologies;
  • green hydrogen.

In 2026, the IGEF launched a dedicated series on pathways to low-carbon industry, reflecting the shift from renewable-power cooperation toward deeper industrial decarbonisation. 

Green and Sustainable Development Partnership

Energy cooperation also sits within the broader India–Germany Green and Sustainable Development Partnership, which links climate action with:

  • renewable energy;
  • sustainable urban development;
  • climate resilience;
  • biodiversity;
  • green finance.

Germany has been an important source of concessional finance and technical cooperation for India’s clean-energy transition.

Strategic Importance for India

The partnership can help India:

  • access advanced clean-energy technologies;
  • mobilise climate and infrastructure finance;
  • improve grid flexibility;
  • develop green-hydrogen markets;
  • decarbonise industry;
  • strengthen domestic clean-tech manufacturing.

It also supports India’s broader goals of increasing non-fossil electricity capacity and reducing the emissions intensity of economic growth.

Importance for Germany

For Germany, India is important because of:

  • the scale of its future energy demand;
  • its rapidly growing renewable-energy market;
  • potential green-hydrogen production;
  • investment opportunities;
  • importance in global climate mitigation.

Cooperation with India also helps Germany diversify future clean-energy and hydrogen partnerships.

Key Challenges

Major constraints include:

  • high cost of green hydrogen;
  • financing requirements for grid expansion;
  • technology-transfer and intellectual-property concerns;
  • dependence on imported clean-tech components;
  • regulatory uncertainty in emerging markets;
  • need to align Indian and European hydrogen certification standards.

The two countries must also reconcile different development stages: Germany is largely decarbonising an existing industrial system, while India must expand energy access and industrial capacity while simultaneously lowering emissions.

India–Germany energy cooperation has evolved from renewable-energy and efficiency projects into a broader strategic partnership covering grid transformation, green hydrogen, industrial decarbonisation and green finance.
