Anusandhan National Research Foundation (ANRF)

Meaning

The Anusandhan National Research Foundation (ANRF) is India’s apex body for promoting, funding and strengthening research, innovation and R&D ecosystems across universities, colleges, research institutions and industry.

It was created through the Anusandhan National Research Foundation Act, 2023.

Why Was It Created?

India’s research ecosystem has traditionally faced:

  • low R&D spending;
  • concentration of research funding in a limited number of elite institutions;
  • weak university-industry collaboration;
  • limited research culture in many universities;
  • fragmented funding mechanisms.

ANRF aims to create a more coordinated and broad-based research ecosystem.

Main Objectives

ANRF seeks to:

  • fund high-quality research;
  • strengthen research capacity in universities and colleges;
  • promote interdisciplinary research;
  • support innovation and translation of research into applications;
  • encourage collaboration between academia, industry and government;
  • improve participation of institutions beyond major research centres.

Institutional Structure

The ANRF is headed by a Governing Board.

The Prime Minister is the ex-officio President of the Governing Board.

The framework also provides for participation of:

  • Union Ministers;
  • scientific experts;
  • researchers;
  • industry representatives;
  • other stakeholders.

Relationship with SERB

ANRF effectively subsumes and expands the role of the earlier Science and Engineering Research Board (SERB).

The difference is that ANRF has a much broader mandate covering:

  • science;
  • engineering;
  • technology;
  • social sciences;
  • humanities;
  • interdisciplinary research.

Funding Model

A major feature of ANRF is its attempt to mobilise research funding from both:

  • government sources;
  • private and philanthropic sources.

The framework envisages a substantial multi-year research corpus, with a significant share expected from non-government sources.

This is intended to reduce excessive dependence on public funding alone.
