Meaning, Composition and Environmental Risk
Electronic waste (e-waste) refers to discarded electrical and electronic equipment and their components that have reached end-of-life or become obsolete. It includes products such as computers, mobile phones, televisions, refrigerators, air-conditioners, batteries, circuit boards and electronic accessories.
E-waste is simultaneously a hazardous waste stream and an urban mine. It contains valuable materials such as:
- copper;
- aluminium;
- gold;
- silver;
- palladium;
- rare metals.
At the same time, improper dismantling or burning can release hazardous substances such as:
- lead;
- mercury;
- cadmium;
- brominated flame retardants;
- persistent organic pollutants.
Major environmental and health risks arise from:
- open burning of wires and circuit boards;
- acid leaching of metals;
- dumping in landfills;
- contamination of soil and groundwater;
- occupational exposure in informal recycling clusters.
India’s Regulatory Framework
India regulates e-waste primarily through the E-Waste (Management) Rules, 2022, which replaced the earlier 2016 framework and came into force from 1 April 2023.
The framework is built around Extended Producer Responsibility (EPR), under which producers are responsible for ensuring recycling of specified quantities of e-waste generated from products placed on the market.
Key features include:
- mandatory registration of producers, manufacturers, refurbishers and recyclers on the CPCB portal;
- recycling targets linked to EPR obligations;
- generation and trading of EPR certificates by registered recyclers;
- environmental compensation for non-compliance;
- formalisation of recycling through authorised facilities;
- obligations relating to storage, transport and environmentally sound processing.
The Central Pollution Control Board (CPCB) administers the national EPR framework, while State Pollution Control Boards/Pollution Control Committees perform enforcement and monitoring functions.
India also regulates hazardous substances in electronic equipment through restrictions on specified toxic materials, broadly aligned with global RoHS-type principles.
Governance Challenges and Circular-Economy Significance
India is among the world’s major generators of e-waste because of rapid digitalisation, shorter device replacement cycles, rising incomes and expanding electronics consumption.
The central governance challenge is that a substantial share of collection and dismantling continues through the informal sector, which offers efficient collection networks but often lacks safe recycling technology and worker protection.
A stronger e-waste strategy therefore requires:
- integration of informal collectors into formal recycling chains;
- better traceability of waste movement;
- prevention of fraudulent EPR certificates;
- improved recovery of critical and precious metals;
- eco-design and repairability;
- longer product life cycles;
- domestic recycling technology and material recovery.
E-waste policy is increasingly linked with the circular economy, because recovering metals from discarded electronics can reduce dependence on virgin mining and imported critical minerals.
The issue therefore extends beyond pollution control: e-waste sits at the intersection of resource security, urban mining, producer responsibility, informal-sector reform, critical-mineral recovery and sustainable consumption.
