Bansagar Dam

Location, Structure and Inter-State Framework

Bansagar Dam is a major multipurpose project on the Sone River in Madhya Pradesh, located near Deolond in Shahdol district. It was conceived primarily for irrigation, hydropower generation and water supply across the Sone basin.

The project emerged from the 1973 inter-State agreement among Madhya Pradesh, Uttar Pradesh and Bihar over sharing the waters of the Sone and the cost of the dam. The Bansagar Control Board was constituted in 1976 to supervise its efficient and coordinated execution.

Key features include:

  • a masonry-cum-rockfill dam across the Sone;
  • dam height of about 67.5 metres;
  • six auxiliary earth dykes;
  • reservoir storage supporting irrigation and power generation;
  • associated canal systems implemented separately by the beneficiary States.

The costs and benefits of the dam, including land acquisition and rehabilitation, are shared by Madhya Pradesh, Uttar Pradesh and Bihar in the ratio 2:1:1. The dam itself was executed by Madhya Pradesh under the direction of the Bansagar Control Board.

Irrigation, Hydropower and Basin Importance

Bansagar is one of the most important water-development projects in the Sone basin, particularly for drought- and scarcity-prone parts of central and eastern India.

Its major benefits include:

  • irrigation potential across nearly 5 lakh hectares in the three participating States;
  • around 2.49 lakh ha in Madhya Pradesh, 1.50 lakh ha in Uttar Pradesh and about 0.94 lakh ha in Bihar, including stabilisation of Bihar’s existing Sone canal system;
  • installed hydropower potential of about 425 MW;
  • domestic and industrial water supply;
  • support to agriculture in parts of Rewa, Satna, Sidhi and Shahdol, as well as adjoining areas of Uttar Pradesh and Bihar.

Its importance to Bihar is distinctive: unlike Madhya Pradesh and Uttar Pradesh, Bihar’s benefits are strongly linked to stabilising downstream irrigation through the historic Sone canal network.

The project also demonstrates how storage in the upper Sone basin can alter the timing of downstream flows, making reservoir operation and inter-State coordination important during lean seasons.

Governance, Environmental and Federal Dimensions

The Bansagar project is a significant example of inter-State river governance outside the tribunal framework. Rather than relying solely on adjudication, the participating States created an institutional mechanism through agreement.

The Bansagar Control Board:

  • oversees technical and financial aspects of the dam;
  • is chaired by the Union Minister responsible for water resources;
  • includes representatives of the Union government and participating States;
  • has an Executive Committee chaired by the Chairman, Central Water Commission, which handles day-to-day affairs.

Important concerns include:

  • submergence and land acquisition and rehabilitation;
  • alteration of natural seasonal flows in the Sone;
  • sedimentation and reservoir management;
  • downstream dependence of Bihar’s irrigation system;
  • coordination between dam releases and State-operated canal networks;
  • increasing rainfall variability in a predominantly monsoon-fed basin.

Bansagar is therefore important not merely as a dam, but as a case of cooperative federal water management, where upstream storage, downstream irrigation, hydropower and benefit-sharing are institutionally linked across three States.
