Eurasian Economic Union – EAEU

Background and Membership

The Eurasian Economic Union, commonly known as the EAEU, is a regional economic organisation that seeks to promote economic integration among countries of Eurasia.

It formally came into existence on 1 January 2015 under the Treaty on the Eurasian Economic Union.

Its five members are:

  • Armenia
  • Belarus
  • Kazakhstan
  • Kyrgyzstan
  • Russia

The EAEU is primarily an economic organisation and should not be confused with a political or military alliance.

Objectives and Features

The Union aims to create a common economic space by facilitating the free movement of:

  • goods;
  • services;
  • capital;
  • labour.

Its major objectives include:

  • removing internal customs barriers;
  • establishing a common customs tariff;
  • coordinating economic policies;
  • developing common markets in selected sectors;
  • improving transport and infrastructure connectivity;
  • promoting trade with other countries and regional organisations.

Citizens of member countries can generally work in another member state without obtaining a separate work permit, subject to domestic regulations.

The EAEU has made greater progress in customs and trade integration than in creating fully unified energy, financial and services markets.

Institutional Structure

The Supreme Eurasian Economic Council, consisting of the heads of member states, is the highest decision-making body.

The Eurasian Intergovernmental Council, comprising the heads of government, supervises implementation of economic cooperation.

The Eurasian Economic Commission is the permanent regulatory body of the Union. It performs functions relating to customs, trade, competition, technical standards, agriculture, energy and economic policy.

The Court of the Eurasian Economic Union interprets the Union’s treaties and resolves disputes concerning the application of EAEU law.

The headquarters of the Eurasian Economic Commission is in Moscow, while the Court is located in Minsk.

Economic and Strategic Importance

The EAEU covers a large geographical area extending across Eastern Europe, the Caucasus and Central Asia.

Its economic importance arises from:

  • significant oil and natural-gas reserves;
  • extensive agricultural and mineral resources;
  • major transport routes connecting Europe and Asia;
  • a combined market of nearly 190 million people;
  • access to Russian and Central Asian markets.

Russia is the largest economy within the grouping and exercises considerable economic influence. Kazakhstan contributes major energy and mineral resources, while Armenia, Belarus and Kyrgyzstan gain access to a wider market and labour opportunities.

The EAEU has concluded or pursued trade arrangements with several countries and seeks stronger engagement with the Shanghai Cooperation Organisation, ASEAN, BRICS and the Belt and Road Initiative.

India and the EAEU

India views the EAEU as an important platform for expanding trade with Russia, Central Asia, Armenia and Belarus.

India and the EAEU have explored a possible free trade agreement in goods. Such an arrangement could improve market access for:

  • pharmaceuticals;
  • textiles and garments;
  • agricultural products;
  • engineering goods;
  • chemicals;
  • information-technology services.

It could also support India’s connectivity initiatives through the International North–South Transport Corridor and strengthen economic engagement with Central Asia.

However, major challenges include limited physical connectivity, high transport costs, complex regulatory standards, Western sanctions affecting Russia and the relatively low level of trade diversification.

Conclusion

The Eurasian Economic Union represents an important experiment in regional economic integration across the post-Soviet region. Its success depends on reducing internal barriers, balancing the interests of unequal member economies and developing stronger trade and transport links with external partners.
