Meaning and Calculation
The Gross Enrolment Ratio, commonly known as GER, measures the level of participation in a particular stage of education.
It is calculated by comparing the total number of students enrolled at that level, irrespective of their age, with the total population of the officially prescribed age group for that level.
For higher education in India, the official age group is generally 18–23 years.
GER = Total enrolment in higher education ÷ Population aged 18–23 × 100
For example, a GER of 30% means that the total number of students enrolled in higher education is equivalent to 30% of the population belonging to the 18–23 age group.
GER may exceed 100% at some levels because the numerator includes students who are younger or older than the officially prescribed age group.

GER should be distinguished from other enrolment indicators.
Net Enrolment Ratio
It includes only students belonging to the official age group who are enrolled at the corresponding educational level. It therefore gives a more precise picture of age-appropriate participation.
Gender Parity Index
It measures the ratio of female GER to male GER. A value of one indicates parity, while a value above one indicates relatively higher female participation.
College Density
It measures the number of colleges available per lakh population in the eligible age group.
Pupil–Teacher Ratio
It compares the total number of students with the number of teachers and provides an indication of the availability of teaching staff.
Importance
GER is widely used to assess the expansion and inclusiveness of an education system.
It helps governments:
- measure participation in education;
- identify regional and social inequalities;
- compare enrolment across states and countries;
- assess gender differences;
- estimate the need for institutions, teachers and infrastructure;
- monitor progress towards educational targets.
In India, higher-education GER is calculated primarily through the All India Survey on Higher Education.
The National Education Policy, 2020 aims to increase the GER in higher education, including vocational education, to 50% by 2035.
Factors Affecting GER
GER is influenced by both access to educational institutions and the ability of students to continue their education.
Major factors include:
- availability of colleges and universities;
- household income and affordability;
- scholarships and financial assistance;
- quality of school education;
- social attitudes towards higher education;
- gender-based barriers;
- regional and rural–urban inequalities;
- availability of hostels and transport;
- employment opportunities and perceived value of degrees;
- distance and digital accessibility.
A low GER may reflect limited institutional capacity, high dropout rates, financial barriers or weak transition from secondary to higher education.
Limitations
GER measures enrolment but does not directly measure educational quality, regular attendance, learning outcomes or employability.
A higher GER may coexist with:
- inadequate faculty;
- poor infrastructure;
- low completion rates;
- weak academic standards;
- educated unemployment;
- unequal access among regions and communities.
Since students outside the official age group are also included, GER may overstate the proportion of age-appropriate students actually enrolled.
It should therefore be assessed along with completion rates, gender parity, social-group participation, learning outcomes, institutional quality and employment data.
Conclusion
Gross Enrolment Ratio is an important measure of access to education, but it is not a complete measure of educational development. The objective must be not only to increase enrolment but also to ensure affordable access, academic quality, successful completion and meaningful employment outcomes.
