Institutional Framework
The India–U.S. Civil Space Joint Working Group is a bilateral mechanism for advancing cooperation in the peaceful exploration and use of outer space.
It brings together space agencies, scientific departments and diplomatic institutions from both countries. The principal participants include:

India and the United States cooperate in the use of satellites for monitoring:

Space situational awareness
This involves monitoring satellites, space debris and other objects in orbit to reduce the risk of collisions and protect space-based infrastructure.
Commercial space activities
The mechanism increasingly encourages cooperation between Indian and American private companies across satellite manufacturing, launch services, data applications and space-based technologies.
Major Collaborative Initiatives
The most prominent joint project is the NASA–ISRO Synthetic Aperture Radar mission, commonly known as NISAR.
It is an Earth-observation satellite jointly developed by NASA and ISRO. The satellite carries two radar systems:
- L-band radar developed by NASA
- S-band radar developed by ISRO
Using two radar frequencies allows the mission to observe changes in forests, agricultural land, glaciers, wetlands and the Earth’s crust with high precision.
NISAR can collect information during both day and night and can observe the surface through clouds. Its data can support:
- earthquake and landslide studies;
- flood and cyclone management;
- agricultural monitoring;
- assessment of glacier movement;
- forest and biomass measurement;

Another important area is human spaceflight cooperation. NASA has supported the advanced training of Indian astronauts and mission personnel in areas relevant to operations aboard the International Space Station.
India’s signing of the Artemis Accords in 2023 further expanded the framework for cooperation in peaceful lunar and deep-space exploration. The accords contain non-binding principles relating to transparency, interoperability, emergency assistance, registration of space objects and the peaceful use of outer space.
Strategic and Scientific Importance
The working group reflects the transformation of India–U.S. space relations from limited scientific exchanges to the joint development and operation of complex space missions.
For India, cooperation can provide:

India–U.S. civil space cooperation faces several challenges.
Technology-transfer restrictions
Advanced space technologies may be affected by export-control regulations, intellectual-property concerns and national-security restrictions.
Differences in regulatory systems
India and the United States have different systems governing licensing, liability, private-sector participation, satellite communication and commercial launches.
Protection of sensitive data
Joint missions require clear agreements regarding data ownership, cybersecurity, intellectual property and access to scientific information.
Space debris and congestion
