A pellet gun is a weapon that fires small spherical or irregular projectiles known as pellets. The term may refer to sporting air guns, but in the Indian internal-security context it usually describes pump-action shotguns used for crowd control.
A single crowd-control cartridge may contain numerous small metallic pellets. When fired, these pellets spread over an expanding area rather than travelling as one projectile.
The pattern and severity of injury depend on:
- distance from which the weapon is fired;
- angle of fire;
- type and number of pellets;
- body part struck;
- surrounding crowd conditions.
Pellet guns have often been described as “non-lethal” weapons. However, less-lethal is a more accurate term because they can cause permanent disability or death.
Use in Crowd Control

In 2016, the Union Government constituted an expert committee to examine alternatives to pellet guns. It recommended the use of other crowd-control devices, while retaining pellet weapons in exceptional situations where violence threatened life or public security.
The central issue is not only whether the weapon is used, but whether its use satisfies necessity, proportionality, proper authorisation and operational safeguards.
Injuries and Human-Rights Concerns
Pellets can penetrate the skin and damage soft tissue, bones, blood vessels and internal organs. Injuries to the face and eyes are particularly serious.
Possible consequences include:
- permanent or partial blindness;
- multiple puncture wounds;
- fractures and nerve damage;
- internal bleeding;
- infection;
- psychological trauma;
- death in severe cases.
The wide dispersal of pellets makes it difficult to control which individual or body part is struck. Bystanders, children, journalists and medical personnel may also be injured when the weapon is used in a dense crowd.
Major concerns include:

- difficulty in ensuring below-waist targeting;
- disproportionate harm compared with the immediate threat;

Regulation and Operational Safeguards
The use of force by police and security personnel is governed by criminal law, police manuals, operational procedures, judicial principles and human-rights standards.
Crowd-control force should ordinarily follow the principles of:
- legality: action must have a lawful basis;
- necessity: force should be used only when less harmful measures are inadequate;
- proportionality: the degree of force must correspond to the threat;
- precaution: reasonable steps must be taken to minimise injury;
- accountability: use of force must be documented and reviewed.
Operational safeguards should include:
- assessment of the nature of the crowd;
- clear warnings and opportunities to disperse;
- firing only by trained personnel;
- avoidance of the head, face and upper body;
- maintenance of a safe firing distance;
- immediate medical assistance;
- recording of ammunition used;
- independent investigation of serious injuries.
Pellet-firing crowd-control weapons should be distinguished from ordinary sporting air guns. Civilian acquisition and possession of air weapons are regulated separately under the Arms Act, 1959 and the Arms Rules, 2016, depending on their specifications.
Alternatives and Way Forward
A rights-based crowd-management policy should prioritise prevention, communication and targeted intervention rather than area-wide use of force.
Possible alternatives include:
- better intelligence and advance planning;
- dialogue with community representatives;
- improved barriers and protective equipment;
- water cannons;
- tear smoke used under controlled conditions;
- dye markers for later identification;
- body-worn cameras;
- trained arrest teams targeting violent individuals;
- modern less-lethal systems with greater accuracy.
No crowd-control weapon is entirely risk-free. Alternatives must also be independently tested for safety, accuracy and their potential for misuse.
India requires:
- uniform national guidelines on less-lethal weapons;
- regular training and certification;
- transparent reporting of injuries;
- periodic medical and technical review;
- independent accountability mechanisms;
- adequate treatment, rehabilitation and compensation.

Pellet guns occupy a difficult space between ordinary crowd-control tools and lethal firearms. Although intended to reduce deaths, their unpredictable spread can cause blindness, permanent disability and serious injury.
