Background and Objectives

The Government of India introduced major space-sector reforms in 2020 to allow greater participation of private companies in activities that had traditionally been dominated by the Indian Space Research Organisation.

The reforms sought to transform India’s space programme from a predominantly government-led system into a wider national ecosystem involving public institutions, private enterprises, start-ups and academic organisations.

Their main objectives were to:

  • promote private investment and innovation;
  • increase India’s share in the global space economy;
  • enable commercial use of national space infrastructure;
  • create employment and technological capacity;
  • allow ISRO to concentrate on research, exploration and strategic missions.

Private entities were permitted to undertake end-to-end space activities, including satellite development, launch services, ground systems and space-based applications.

New Institutional Framework

The reforms created a clearer division of responsibilities among major space institutions.

Indian Space Research Organisation

ISRO continues to focus on:

  • advanced research and development;
  • scientific and planetary missions;
  • human spaceflight;
  • development of new technologies;
  • strategic and national programmes.

Indian National Space Promotion and Authorisation Centre

IN-SPACe was established as a single-window agency to promote, authorise and supervise space activities undertaken by non-government entities.

Its functions include:

  • granting authorisation for private space activities;
  • facilitating access to ISRO facilities;
  • promoting private investment;
  • ensuring compliance with technical and safety requirements;
  • coordinating between government agencies and private companies.

NewSpace India Limited

NSIL functions as the commercial arm of the Department of Space. It markets space products and services, procures satellites and launch vehicles from industry and supports commercialisation of mature ISRO technologies.

Areas Opened to Private Participation

Private companies were permitted to participate across the complete space value chain.

Important areas include:

  • design and manufacture of satellites;
  • development and operation of launch vehicles;
  • construction of launch infrastructure;
  • satellite communication services;
  • Earth-observation and geospatial applications;
  • ground stations and mission-control systems;
  • space-based navigation services;
  • manufacturing of components and subsystems;
  • space situational awareness and debris-related services.

Private entities can use selected ISRO testing facilities, technical infrastructure and expertise subject to authorisation and applicable charges.

The reforms also encouraged the transfer of mature technologies from ISRO to Indian industry, allowing companies to manufacture products independently and serve domestic and international customers.

Significance and Progress

The reforms have encouraged the growth of Indian space start-ups working in launch vehicles, satellites, propulsion systems, imaging, communications and space-data analytics.

Their wider significance includes:

  • reducing the burden of routine commercial activities on ISRO;
  • developing domestic manufacturing supply chains;
  • attracting investment into advanced technology;
  • improving competition and innovation;
  • increasing commercial launch and satellite capacity;
  • creating skilled employment;
  • expanding India’s presence in global space markets.

The reforms were later supported by the Indian Space Policy, 2023, which clarified the roles of ISRO, IN-SPACe, NSIL and private entities.

Liberalisation of foreign investment rules has also sought to attract capital and technology into satellite manufacturing, launch vehicles, components and related services.

Challenges and Way Forward

India’s private space ecosystem continues to face several constraints:

  • high cost and long development cycles;
  • limited access to risk capital;
  • dependence on imported high-end components;
  • shortage of specialised testing infrastructure;
  • uncertainty regarding liability and insurance;
  • protection of intellectual property;
  • management of orbital debris;
  • need for a comprehensive space law.

India requires a clear statutory framework governing:

  • authorisation and licensing;
  • responsibility for damage caused by space objects;
  • registration of satellites;
  • safety and environmental standards;
  • commercial use of space resources;
  • dispute resolution;
  • protection of national security.

Public support should enable private innovation without allowing permanent dependence on government contracts or infrastructure.

Conclusion

The Space Sector Reforms of 2020 marked a transition from an ISRO-centred space programme to a broader national space ecosystem. Their success will depend on combining private entrepreneurship with strong regulation, domestic technological capability and the peaceful and sustainable use of outer space.
