United States-Mexico-Canada Agreement (USMCA)

Meaning and Background

The United States-Mexico-Canada Agreement, USMCA is a regional trade agreement among the United States, Mexico and Canada.

It entered into force on 1 July 2020, replacing the North American Free Trade Agreement, NAFTA. Its objective is to modernise North American trade rules and deepen regional production and supply chains. 

Major Features

The agreement covers:

  • trade in goods and services;
  • agriculture;
  • digital trade;
  • intellectual property;
  • labour and environmental standards;
  • investment;
  • small and medium enterprises;
  • regulatory cooperation.

A major feature is stricter rules of origin, especially for automobiles, designed to ensure that a larger share of production takes place within North America.

It also contains dedicated chapters on digital trade, anti-corruption and good regulatory practices

Automobile and Supply Chain Rules

USMCA tightened automobile rules compared with NAFTA.

Its broader objective is to:

  • increase regional content;
  • encourage manufacturing within North America;
  • reduce dependence on third-country inputs;
  • strengthen supply-chain resilience.

In 2026, automobiles, steel and aluminium, economic security and rules of origin became central issues in review negotiations. 

2026 Joint Review

USMCA contains a six-year review mechanism, making 2026 its first major Joint Review year.

A crucial development occurred on 1 July 2026, when the United States did not agree to an immediate 16-year extension of the agreement. However, USMCA remains in force while negotiations continue. 

The U.S. and Mexico have already conducted multiple negotiating rounds in 2026 focusing on:

  • automobiles;
  • steel and aluminium;
  • labour;
  • agriculture;
  • economic security;
  • electronic payments;
  • regional supply chains;
  • preventing third countries from benefiting indirectly from USMCA preferences. 

A fourth U.S.-Mexico negotiating round is scheduled for September 2026

Significance

USMCA is important because North America has highly integrated production networks, particularly in:

  • automobiles;
  • electronics;
  • agriculture;
  • energy;
  • manufacturing.

The 2026 review also reflects a broader shift in global trade from simply reducing tariffs towards economic security, resilient supply chains and regional manufacturing.

For countries such as India, this is relevant because tighter North American rules of origin can affect firms supplying intermediate goods into U.S., Mexican or Canadian production networks.

Key takeaway: USMCA replaced NAFTA with a more modern regional trade framework focused on regional value chains, digital trade, labour standards and stronger rules of origin. In 2026, the agreement remains operational, but its first Joint Review has opened important negotiations over its future terms and North America’s economic-security strategy.
