Stage 1 – Pressurised Heavy Water Reactors (PHWRs)

  • Produce electricity and generate plutonium as a by-product

Stage 2 – Fast Breeder Reactors (FBRs)

  • Use plutonium generated from Stage 1 reactors

  • Use thorium to produce uranium-233 as fuel
