Indo-Pacific Oceans Initiative (IPOI)

Introduction

The Indo-Pacific Oceans Initiative (IPOI) is an India-led, voluntary and non-treaty-based framework for promoting practical maritime cooperation in the Indo-Pacific region. It was announced by Prime Minister Narendra Modi at the 14th East Asia Summit, Bangkok (2019). The initiative aims to promote a free, open, inclusive, peaceful and rules-based Indo-Pacific, while supporting sustainable use of ocean resources and strengthening regional cooperation.

Background and Guiding Principles

Why was IPOI launched?

The Indo-Pacific has emerged as the world’s strategic and economic centre due to:

  • Major Sea Lines of Communication (SLOCs)
  • Critical maritime chokepoints
  • Growing global trade
  • Rich marine resources
  • Rising geopolitical competition

The region also faces challenges such as piracy, maritime terrorism, illegal fishing, marine pollution, climate change and natural disasters. IPOI seeks to address these through cooperation rather than confrontation, building upon India’s SAGAR (Security and Growth for All in the Region) vision.
