India–U.S. Space Cooperation

Evolution and Framework

India–U.S. space cooperation has developed from limited scientific exchanges into a broader partnership involving Earth observation, human spaceflight, planetary research, satellite navigation and commercial space activities.

The main institutions involved are:

  • Indian Space Research Organisation
  • National Aeronautics and Space Administration
  • Department of Space, Government of India
  • relevant scientific, diplomatic and private-sector institutions

The India–U.S. Civil Space Joint Working Group serves as the main institutional mechanism for reviewing cooperation and identifying new areas of partnership.

India also joined the Artemis Accords in 2023, supporting principles such as peaceful space exploration, transparency, emergency assistance, scientific-data sharing and responsible use of outer space.

Major Areas of Cooperation

Earth observation

The two countries cooperate in monitoring climate change, agriculture, forests, glaciers, water resources and natural disasters.

Human spaceflight

NASA has supported the training of Indian astronauts in mission operations, space medicine, crew safety and International Space Station procedures. This experience contributes to India’s Gaganyaan programme.

Lunar and planetary science

NASA instruments have been carried on Indian missions, including the Moon Mineralogy Mapper on Chandrayaan-1, which contributed to evidence of water-related molecules on the Moon.

Satellite navigation

Cooperation seeks to improve compatibility between India’s NavIC and the United States’ Global Positioning System.

Space situational awareness

Both countries exchange information relating to satellites, orbital debris and collision risks.

Major Joint Initiatives

The most important joint mission is the NASA–ISRO Synthetic Aperture Radar mission, known as NISAR.

It carries:

  • an L-band radar developed by NASA;
  • an S-band radar developed by ISRO.

NISAR is designed to monitor changes in the Earth’s surface and can support:

  • earthquake and landslide studies;
  • glacier monitoring;
  • flood assessment;
  • agricultural observation;
  • forest and biomass measurement;
  • climate-related research.

Another important development is cooperation in human spaceflight. Indian astronaut Shubhanshu Shukla’s mission to the International Space Station provided experience in microgravity research, international crew operations and long-duration human spaceflight.

Importance of the Partnership

For India, cooperation provides access to advanced scientific expertise, experience in complex missions and opportunities for domestic researchers and private space companies.

For the United States, India offers:

  • cost-effective launch and satellite capabilities;
  • scientific and engineering expertise;
  • a rapidly growing commercial space market;
  • a reliable partner in long-term space exploration.

The partnership also supports disaster management, climate monitoring and the creation of scientific data that can be used globally.

It reflects a shift from simple technology exchange towards joint design, development and operation of advanced space missions.

Challenges and Future Direction

Major challenges include:

  • restrictions on the transfer of sensitive technologies;
  • differences in regulatory and licensing systems;
  • protection of intellectual property and scientific data;
  • cybersecurity risks;
  • management of space debris;
  • liability for accidents and damage.

India must ensure that cooperation strengthens domestic capabilities and does not create excessive technological dependence.

Future cooperation is likely to expand in:

  • human spaceflight;
  • lunar exploration;
  • planetary science;
  • commercial space services;
  • climate monitoring;
  • space situational awareness;
  • sustainable use of outer space.

Conclusion

India–U.S. space cooperation has become an important scientific and technological partnership. Joint missions such as NISAR and cooperation in human spaceflight show its growing depth. Its long-term success will depend on balancing international collaboration with India’s technological autonomy and national interests.

Current status verified: NISAR was launched on 30 July 2025, is operational, and has entered its science phase.
