India–Central Asia Dialogue

Meaning

The India–Central Asia Dialogue is a ministerial-level mechanism between India and the five Central Asian Republics:

  • Kazakhstan
  • Kyrgyzstan
  • Tajikistan
  • Turkmenistan
  • Uzbekistan

It is an important platform for strengthening India’s engagement with Central Asia in areas such as connectivity, trade, energy, security and regional cooperation.

Evolution

The Dialogue was launched in 2019 as part of India’s broader effort to deepen ties with its extended neighbourhood.

It complements other mechanisms such as:

  • India–Central Asia Summit;
  • SCO;
  • bilateral strategic partnerships;
  • NSA-level security dialogue.

The first India–Central Asia Summit was held virtually in January 2022

Major Areas of Cooperation

Connectivity
A major focus is improving India’s access to landlocked Central Asia through:

  • Chabahar Port in Iran;
  • International North-South Transport Corridor (INSTC);
  • multimodal transport links through Iran and the Caspian region.

Connectivity remains crucial because India lacks direct overland access through Pakistan.

Trade and Investment
The Dialogue promotes cooperation in:

  • pharmaceuticals;
  • IT;
  • agriculture;
  • energy;
  • healthcare;
  • education;
  • infrastructure.

India has also offered a US$1 billion Line of Credit for priority development projects in Central Asian countries. 

Energy Security
Central Asia possesses significant reserves of:

This makes the region important for India’s diversification of energy supplies.

Security and Counter-Terrorism
India and Central Asian countries cooperate on:

  • terrorism;
  • radicalisation;
  • drug trafficking;
  • organised crime;
  • Afghanistan-related security challenges.

A separate India–Central Asia NSA/Secretaries of Security Councils mechanism has also developed. Its third meeting was held in Bishkek in October 2025

Afghanistan Dimension

Central Asian states share geographical proximity to Afghanistan, making regional stability a common concern.

India and the CARs have broadly emphasised:

  • preventing terrorism;
  • countering extremist networks;
  • humanitarian assistance;
  • regional connectivity;
  • economic stability in Afghanistan.

Strategic Importance for India

The Dialogue helps India pursue several objectives simultaneously:

Central Asian resources + Eurasian connectivity + Afghanistan security + strategic presence in a China-Russia dominated region

It is therefore an important component of India’s Connect Central Asia Policy.

China and Russia Factor

Russia remains an important security and political actor in Central Asia, while China has dramatically expanded its economic influence through:

  • Belt and Road Initiative;
  • energy investments;
  • infrastructure;
  • trade.

India’s approach is not to displace either power but to build an independent and diversified partnership with Central Asian countries.

Major Challenges

  • absence of direct land connectivity;
  • low India–Central Asia trade;
  • instability around Afghanistan;
  • strong Chinese economic presence;
  • geopolitical complications involving Iran and Russia;
  • slow implementation of connectivity projects.
