Jobless Growth

Meaning

Jobless growth refers to a situation in which an economy records rising output or Gross Domestic Product without generating a corresponding increase in employment.

Economic growth may continue because of higher productivity, capital-intensive production, automation or expansion of sectors that employ relatively few workers.

It does not necessarily mean that no jobs are created. Rather, employment grows much more slowly than output or the working-age population.

Major Causes

Capital-intensive growth

Investment may be concentrated in sectors such as petroleum, mining, telecommunications and automated manufacturing, which generate high output with limited labour.

Technological change

Automation, digitalisation and artificial intelligence can raise productivity while reducing demand for routine workers.

Service-led development

Rapid growth in finance, information technology and professional services may benefit skilled workers but absorb fewer low-skilled workers than manufacturing.

Weak manufacturing base

Limited expansion of labour-intensive industries restricts large-scale employment creation.

Skill mismatch

Workers may lack the education or technical skills required by emerging sectors, even when vacancies exist.

Informalisation and contractual work

Firms may rely on temporary, outsourced or gig workers rather than creating stable formal jobs.

Consequences

Jobless growth weakens the connection between economic expansion and improvements in living standards.

Its effects include:

  • persistent unemployment and underemployment;
  • stagnant wages;
  • growth of insecure and informal work;
  • widening income inequality;
  • weak household consumption;
  • frustration among educated youth;
  • incomplete utilisation of the demographic dividend;
  • greater dependence on government welfare.

The problem is particularly serious when employment creation fails to keep pace with the number of young people entering the labour market.

Indian Context

India has experienced relatively high economic growth, but employment generation has often remained concentrated in agriculture, construction, self-employment and informal services.

Several workers are employed but remain underutilised or poorly paid. Therefore, the employment challenge is not limited to open unemployment. It also includes:

  • disguised unemployment in agriculture;
  • irregular and casual employment;
  • unpaid family work;
  • low productivity;
  • absence of social security;
  • mismatch between qualifications and occupations.

Women and educated youth face particular difficulties in entering secure and suitable employment.

Measures Required

India requires an employment-intensive growth strategy rather than relying only on the rate of GDP expansion.

Important measures include:

  • promoting labour-intensive manufacturing;
  • supporting micro, small and medium enterprises;
  • expanding textiles, food processing, tourism and construction;
  • strengthening vocational and apprenticeship systems;
  • improving ease of doing business for smaller firms;
  • increasing women’s labour-force participation;
  • investing in healthcare, education and the care economy;
  • supporting rural non-farm employment;
  • aligning skills with industry requirements;
  • extending social security to informal and gig workers.

Employment policy must also focus on job quality, wages, productivity and security rather than merely counting the number of people engaged in any economic activity.

Conclusion

Jobless growth shows that economic expansion alone cannot guarantee inclusive development. Growth becomes socially meaningful only when it creates sufficient, productive and dignified employment for a rising workforce.
