Modified Interest Subvention Scheme (MISS)

Introduction

The Modified Interest Subvention Scheme (MISS) is a Central Sector Scheme of the Government of India that provides interest subvention on short-term crop loans to farmers through eligible lending institutions. The scheme aims to ensure timely and affordable institutional credit for agriculture, reduce farmers’ dependence on informal sources of finance, and support agricultural production.

The scheme is implemented by the Department of Financial Services (DFS), Ministry of Finance, in coordination with the Reserve Bank of India (RBI) and NABARD.

Objectives

  • Provide affordable short-term crop loans to farmers.
  • Promote institutional agricultural credit.
  • Reduce dependence on moneylenders.
  • Encourage timely repayment of loans.
  • Improve agricultural productivity and rural livelihoods.

Key Features

  • Applicable to short-term crop loans up to ₹3 lakh provided through:
    • Public Sector Banks (PSBs)
    • Private Sector Banks
    • Regional Rural Banks (RRBs)
    • Cooperative Banks
  • Farmers receive crop loans at a concessional interest rate, with the Government providing interest subvention to lending institutions.
  • Prompt Repayment Incentive (PRI) is provided to farmers who repay their loans on time, further reducing the effective rate of interest.
  • The scheme also extends interest subvention for specified post-harvest and allied agricultural activities, subject to government guidelines.

Interest Rate Structure (Current)

  • Crop loans up to ₹3 lakh are available at 7% per annum through the interest subvention provided by the Government.
  • Farmers who make timely repayment are eligible for a 3% Prompt Repayment Incentive (PRI), reducing the effective interest rate to 4% per annum.

  • Small and tenant farmers may face difficulties in accessing institutional credit.
  • Delays in claim settlement and reimbursement to banks.

  • Regional disparities in institutional credit availability.

Way Forward

  • Expand institutional credit coverage to tenant and sharecropper farmers.
  • Improve digital delivery and monitoring of credit.
  • Increase financial literacy and awareness.
  • Strengthen cooperative banking institutions and RRBs.
  • Integrate the scheme with digital agriculture and credit assessment platforms.

Conclusion
