Context: Supreme Court asked a Justice Indu Malhotra-led panel to review cartoons in National Council of Educational Research and Training (NCERT) textbooks after controversy over Class 8 Social Science content on judiciary and concerns regarding children of “impressionable age”.
1. Supreme Court’s Concern:
- Solicitor General argued textbooks are not ideal spaces for satire/lampooning.
- Court had earlier initiated contempt proceedings and sought review of such content.
2. Committee & National Council of Educational Research and Training (NCERT) Review:
- Review panel headed by former Supreme Court judge Justice Indu Malhotra.
- Includes K.K. Venugopal and Prof. Prakash Singh.
- National Council of Educational Research and Training (NCERT) also reconstituted syllabus review committees.
3. Satire & Freedom of Expression:
- Court earlier held satire should be judged by a “reasonable person”, not hypersensitive individuals.
- Referred to Indibility Creative Pvt. Ltd. vs State of West Bengal (2020) on importance of satire and free expression.
