UN Charter – Article 2(4)
• Prohibits threat or use of force against the territorial integrity or political independence of any State

Exceptions only
• With UN Security Council approval
• Self-defence under Article 51

Context

  • The article argues U.S. action against Venezuela does not meet these exceptions, hence a violation of international law
