Median earnings of the top 10% about 13 times those of the bottom 10% (2023).
Concentration
A belt from Uttar Pradesh to West Bengal accounts for 57% of India's poor.
Youth unemployment

Way Forward

Jobs & skills
Labour-intensive manufacturing, MSMEs, rural non-farm jobs; education, health, nutrition and skilling.
Targeting
Focus on poverty-concentrated regions; women's formal employment; stronger social security delivery.

Delivery
Expected to begin by 2030.

Definition
A relatively small, fast surface combatant — smaller than a frigate or destroyer.
Roles
Anti-submarine warfare, maritime surveillance, reconnaissance, search-and-attack, coastal and littoral defence, deterrence.

Stealth Technology

RCS
A smaller radar cross-section makes a ship less visible to radar.
RAM & shape
Radar Absorbing Materials and angled surfaces deflect radar waves.
Limit
Stealth is not invisibility — detection is possible using specific radar frequencies.

Strategic Significance

IOR & ASW
Secures key sea lanes in the Indian Ocean Region; better response to underwater threats.
Indigenisation
Work for domestic shipyards — boosts Aatmanirbhar defence manufacturing and maritime deterrence.

The Intricate System to Elect Members of Legislative Councils (MLCs)

Context: Elections to State Legislative Councils use proportional representation through the single transferable vote (STV). Unlike the Assembly, the Council represents MLAs, local authorities, graduates and teachers, besides members nominated by the Governor.

How MLCs are elected – Legislative Council seat break-up, single transferable vote and Rajya Sabha formula (The Indian Express explainer)
Legislative Council seats in six States and how MLCs are elected. Source: The Indian Express

Composition — Article 171

Elected
1/3 by local authorities; 1/12 by graduates (3 years' standing); 1/12 by teachers (3 years, not below secondary school); 1/3 by MLAs.
Nominated
1/6 by the Governor — literature, science, art, cooperative movement and social service.
Size
Not more than one-third of the Assembly's strength and at least 40 members.
Permanence
Permanent House; one-third of members retire every two years; six-year term; minimum age 30 years.

Where Councils Exist

Six States
Andhra Pradesh, Bihar, Karnataka, Maharashtra, Telangana and Uttar Pradesh.
Creation / abolition
By Parliament on a resolution of the State Assembly (Article 169).

How MLCs Are Elected — STV

Preferences
Voters rank candidates (1, 2, 3…); a candidate needs the quota to win.
Transfers
Surplus votes move to next preferences; if seats remain, the lowest candidate is eliminated and votes transferred.
Ballot papers
STV needs preference marking, so these polls use ballot papers, not EVMs.
Secrecy
Unlike Rajya Sabha polls, MLAs need not show their ballot to the party's agent.

Rajya Sabha vs Legislative Council

Level & article
Rajya Sabha — Union, Article 80; Council — State, Article 171.
Electorate
Rajya Sabha — elected MLAs; Council — MLAs, local authorities, graduates and teachers. Both use STV.
Nominated
Rajya Sabha — 12 by the President; Council — 1/6 by the Governor.

Significance and Concerns

For
Second look at Bills, specialised representation (graduates, teachers, experts), voice for local bodies, continuity.
Against
Cannot permanently block Bills, used for political accommodation, not directly elected by all, extra cost, possible delays.
Way forward
Merit in Governor's nominations, stronger scrutiny role, avoid use as a parking place for leaders.

Previous-Year Questions

UPSC Prelims 2015
