Introduction
The Sustainable Alternative Towards Affordable Transportation (SATAT) is a flagship initiative of the Ministry of Petroleum and Natural Gas (MoPNG) launched in October 2018 to establish an ecosystem for the production and utilization of Compressed Biogas (CBG) as an alternative, clean transport fuel.
Under the scheme, entrepreneurs are encouraged to set up CBG plants using agricultural residues, cattle dung, municipal solid waste, sewage sludge and other biodegradable waste. The produced CBG is marketed through Oil Marketing Companies (OMCs) for use as an automotive and industrial fuel.
The initiative supports India’s transition towards a gas-based economy, promotes the circular economy, and contributes to climate change mitigation.
Background
India generates enormous quantities of organic waste every year, including:
- Crop residues
- Cattle dung
- Municipal organic waste

Much of this waste remains underutilized, leading to pollution, open burning of crop residues and methane emissions.
SATAT was launched to convert this waste into valuable energy while addressing environmental, economic and energy security challenges.

These companies issue Letters of Intent (LoIs) to entrepreneurs and procure CBG under long-term purchase agreements.
Working of the Scheme
- Organic waste is collected from agricultural, municipal or industrial sources.
- Waste undergoes anaerobic digestion to produce raw biogas.
- The biogas is purified by removing carbon dioxide, hydrogen sulphide and moisture.
- Purified gas containing over 90% methane is compressed to produce Compressed Biogas (CBG).
- OMCs procure the CBG and distribute it through existing fuel infrastructure.
- The residual digestate is processed into organic bio-manure, providing an additional source of income.
