India-Africa Forum Summit Postponed Due to Ebola Crisis

Context: India and the African Union postponed the 4th India-Africa Forum Summit, scheduled from May 28–31 in New Delhi, due to the evolving Ebola public health emergency in parts of Africa; the International Big Cat Alliance (IBCA) Summit was also postponed.

1. Ebola Virus Disease (EVD)

  • Severe viral hemorrhagic fever caused by the Ebolavirus
  • First identified in 1976 near the Ebola River in Democratic Republic of the Congo
  • Transmission: bodily fluids, infected animals and contaminated surfaces
  • Symptoms: fever, vomiting, diarrhea and bleeding
  • High fatality rate; outbreaks mainly reported in Central and West Africa

2. India–Africa Forum Summit (IAFS)

  • India’s premier institutional platform for engagement with African countries
  • Launched in 2008
  • Previous Summits:
    • 2008 – New Delhi
    • 2011 – Addis Ababa
    • 2015 – New Delhi
  • Focus Areas: trade, investment, health, energy, capacity building and strategic cooperation

3. African Union (AU)

  • Continental organization of 55 African countries

  • Established in 2002 as successor to Organisation of African Unity (OAU)

4. International Big Cat Alliance (IBCA)

Strait of Hormuz and Rising India Crude Oil Import Bill

Context: India’s crude oil import volume declined by 4.3% in April 2026, but the import bill surged sharply because of rising global crude prices amid the West Asia conflict and concerns over disruption in the Strait of Hormuz.

  • Strategic chokepoint between Iran and Oman
  • Connects Persian Gulf with Gulf of Oman and Arabian Sea
  • Nearly one-fifth of global petroleum trade passes through it

  • India imports nearly 85% of its crude oil requirement
  • Higher crude prices increase inflation, Current Account Deficit (CAD) and import burden
  • Rising freight costs can further increase transportation and logistics expenses

Caste Census Debate Ahead of Census 2027

Context: Debate has intensified over caste enumeration in Census 2027, with supporters viewing it as essential for evidence-based welfare and representation, while critics argue it may reinforce caste identities against the constitutional vision of a casteless society.

1. Caste Census

  • Census 2027 to include caste enumeration along with regular population census
  • First comprehensive caste count since 1931 Census
  • Post-Independence Census mainly recorded only Scheduled Castes (SCs) and Scheduled Tribes (STs)

2. Socio-Economic and Caste Census (SECC), 2011

  • Conducted separately from regular Census
  • Intended to identify socio-economic and caste profile of households
  • Faced major data inconsistencies, duplication and classification issues
  • Much of caste data remained unpublished

3. Importance

  • Helps targeted welfare delivery and evidence-based policymaking
  • Assists reservation, representation and affirmative action policies
  • Provides updated data on Socially and Educationally Backward Classes (SEBCs) and other marginalised communities

Sedition Law: Supreme Court Allows Ongoing Trials

Context: The Supreme Court allowed continuation of sedition trials and appeals where the accused has no objection, while the constitutional validity and scope of the colonial-era sedition provision remain under reconsideration.

1. Sedition Framework

  • Section 124A IPC (1870) criminalised disaffection, hatred or contempt against government
  • Under Bharatiya Nyaya Sanhita (BNS), 2023, related offences now covered under Section 152
  • Section 152 targets acts threatening sovereignty, unity and integrity of India through secession, armed rebellion or subversive activities
  • Punishment may extend to life imprisonment

2. Supreme Court Position

  • May 2022: Supreme Court kept Section 124A proceedings in abeyance after Centre agreed to reconsider the law
  • Fresh FIRs and coercive action were discouraged during reconsideration process
  • Present clarification: ongoing trials/appeals may proceed if accused does not object

  • Five-judge Constitutional Bench upheld validity of sedition law

Context: India-Italy Relations, During Prime Minister Narendra Modi’s visit to Italy, India and Italy upgraded bilateral ties to a “Special Strategic Partnership” and signed a defence cooperation pact amid geopolitical tensions in Ukraine and West Asia.
